CLIENT DESCRIPTION

The Interchurch Organisation for Development Cooperation (ICCO) is an inter-church cooperative based in the Netherlands which strives to eradicate poverty in Africa, Asia and Latin America.

CLIENT'S OBJECTIVE

To evaluate the effectiveness of the ICCO's Local Market Development programme which was created to improve access to finance for small producers and employees and help them realise a sustainable improvement in their socio-economic position. In particular, ICCO requested an assessment of the program's relevance and effectiveness for small producers and employees in local markets.

Results

BUSINESS RESULTS

Independent, methodical review of the programme’s effectiveness in meeting the ICCO’s goals.

Suggestions made to ICCO to revise its strategy to develop effective value chain development programmes, change its monitoring practices, and improve the selection process for local partners.

Activities

Conducted detailed field research on a sample of 50 projects drawn from the programme’s portfolio of 365 projects.

Determined the programme’s outcomes and impact on the intended beneficiaries by conducting field research on 24 of the 50 sample projects, including comparing programme data maintained by lCCO and the local organisations and cross-checking with the clients.

Interviewed ICCO staff and programme officers to gain their perspectives on the programme’s effectiveness.

LEARNINGS

Enclude has evaluated programmes on behalf of a number of NGOs, identifying ways to increase the programmes’ impact. The NGO programmes ┬áhave total expenditures exceeding USD 300 million.
